What is the Yahoo action bar?

I'm new at this Yahoo stuff and I feel really dumb asking but WHAT THE HECK IS THE ACTION BAR? I got an email saying if I wanted to extend my question to click on my question and breath life into the ACTION BAR. I'm not from outer space or anything, It seems to me that Yahoo forget to tell ya !!!!!!!!!!!!!!!!!!!!!!
