How many times do i have to remove my block chat id list, for it to actually stick?

im trying to remove this friend of mine off the list, and i keep on removing and saving, and hes sitll not off. did it about 5 times. than i removed all the people off the list and save it then it worked, but now they are all back on. how do i fix it?
