Surfing the web with xbox 360?

after downloading the mce program to surf the web using my 360 i was wondering one do i have to pay for a xbox live in order to do this and two since i am able to surf the net can i do normal things as i would on a computer like download prohrams watch videos etc

no i dont think you have to pay i think it works with xbox live silver too, wich is free, and no i dont think you can download things but i think youll be able to watch videos
