How to make reverse proxy and a check page?

• this is what it says when i try to go to runescape.com The connection was reset The connection to the server was reset while the page was loading. The site could be temporarily unavailable or too busy. Try again in a few moments. * If you are unable to load any pages, check your computer's network connection. * If your computer or network is protected by a firewall or proxy, make sure that Firefox is permitted to access the Web. it doesn't work on any of my web browsers and my money is going to waste paying for membership i cant use. please if anyone knows whats up or even has a suggestion on how i can fix it post it. everything helps.

  I'm not sure however, any time I have received those same messages I do the following. 1) Go into the tools section of web browser and clear the 'cache'. 2) Next, close your browser completely, wait a minute or two then reopen a new 'fresh' window. Problem should be fixed unless the site is down. Hope that solves the issue. my2cents
