What is a fair rate/price to setup a Blog for someone?

Hi Jim, I've done similar setups and the question is related to how long it will take you, and how long you'll be involved. I.e. are you setting up a blog and then walking away, or are they going to call you every day with changes. Are you designing everything as well and if so, how many iterations or design will you have. Clients can drive you crazy with scope creep requests, revisions, and updates. In theory, charging hourly is better, since you can set a rate then begin work. In reality I find it doesn't work as well. If you charge $65/hr, the client is going to fuss over every half hour and it will be a part of every conversation and discussion. If you charge a one time fee of $250-350 (which is my fair market estimate), then it just makes everything simpler and they don't fuss over everything. Be clear that the fee include one initial design and (1,2 or 3) revisions. So, my recommendation is estimate how long it will take you, add some safety factor to that, multiply it by your rate, and then live with it. Collecting half up front is also recommended and primes the pump so to speak for collecting the rest later. Best of luck!
