Have a 360 account but when i go to edit my avatar to replace it with a photo it says get 360 help?

It's driving me potty. Have followed every step, uploaded 5 or more pics but it won't let me change the avatar to a 360 photo. Have followed all the steps as per the info to Thompson but no joy. Save my sanity please someone
