You may be able to find a Private Pilot ground school offered at a community college, but as someone else pointed out, most are taught with the intention that you are going to take flight training as well. If you can't afford flight lessons and want to concentrate simply on ground school and passing your written test, pick up a typical student pilot/private pilot test prep book. You can find them anywhere...sportys.com, amazon, or your local airport flight school. Good flight schools in Seattle... Galvin Aviation on Boeing Field...but very expensive. The farther away from the center of the city you go, generally the rates will be cheaper. I'd also try Snohomish Flying Service at Paine Field, Everett.

You're just talking ground instruction right? Because flight lessons are going to cost you much, much more to get that license. Just so you know, you don't need an actual ground SCHOOL to become a private pilot. Find yourself a good flight instructor (CFI) at a flight school... they will coach you one on one, which is much more valuable than a classroom setting, at a rate usually between $35-60/hour. This will be mandatory anyway even if you DO go to a formal ground school, because the CFI will have to determine that you are prepared for the FAA flight test at the end, which includes a thorough oral exam. There are also CD based courses out there for a few hundred bucks that have all the information you'd need to prepare... you can do a search to find dozens out there. Good luck!

Try a DVD, that's what i did for ground school. I don't necessarily want to plug the author but i took my ppl checkride with him as well, and it worker out. The good thing about it is that you can watch it again and again and its like 160 bucks, the bad thing about is that you don't get to interact with other students. http://privatepilotdvds.com/
