Yes, what chloroplast basically do is they absorb light and make energy by the process of photosynthesis.. This process takes time. Now when all the chrlorplast are occupied, the light energy is just wasted. As rate of photosynthesis is directly proportional to rate of energy produced and the ro of photosynthesis is dp to the number of chrlorplasts. Tht basically means (simply) if one increases the other increases
