When CO2 dissolves in water, it forms carbonic acid, which lowers the pH of the water. Thus when the elodea removes CO2 from the water by doing photosynthesis, the pH goes up.

The decrease of carbon dioxide level in water causes the water to be more neutral. Water by default has carbon dioxide in them making them acidic. Removing the carbon dioxide makes the pH goes up towards neutral.
