if I get an Eel during fishing, is it legal to return it to water, what regulation mentions about such issue?

Answer:
You can always release any fish you catch back into the water where it was caught. It's called catch and release. Why would you think there would be a problem? Eels may not be the most attractive fish, but they're not harmful at all. There are some fish that I've always considered junk fish that I won't keep, and also won't throw back, but an eel is always a keeper for me. Hope it helps..
