Answer:
Can you please be more specific? If you live in the United States, most rivers do not require a permit. Some rivers require that you pay a small fee (usually a couple bucks) for access and parking maintenance. Some rivers also require that you fill out a form called a "float plan" which tells the forest service when you started your trip, what type of craft you are paddling, how many people are in your party, how far you are planning to paddle, and other information. Some rivers like the Grand Canyon section of the Colorado require a lengthy application, permit, and lottery process and can take years to obtain permission to paddle. A few navigable sections of rivers like parts of the Chattooga River are still illegal to paddle. As far as a river being "canoeable" that is really a matter of your personal paddling skill. Many difficult rivers are successfully paddled in canoes. Rivers rated class V on a I - VI system (Niagara falls is a VI) are often paddled by very skilled canoe paddlers. Here is an awesome video for you http://www.youtube.com/watch?v=KWAPz1wJzYc If you are a beginner to canoeing, I would suggest taking a paddling class taught by an American Canoe Association or British Canoe Union certified instructor. This can only increase your enjoyment of the sport. Start on flat-water or water rated class I. For an excellent database on US rivers visit www.americanwhitewater.org

OK, it would be helpful if you could give some indication of what part of the world you are referring to, as there are tens of thousands of canoeable rivers around the world.

You can canoe down almost any one you want. Some you would have to portage in the shallow areas. Others would be too much rapids for a canoe, a kayak maybe. You do not need a permit. Perhaps to camp on the shore. They are all beautiful in their own way.I have done many in NY.

Most USA rivers are open to public navigation; either commercially or recreationally. Inquire at the American Canoe Association website. The beauty will be in your beholding. The Wolf in Wisconsin offers miles of 'undeveloped' vistas. Another is the Red, Chances are that any river offers the same. You have to explore.
