How to get money back from ebay?

I was scammed by someone on ebay... how do i get my money back?

i won what i was told was authentic MAC eyeshadows.. i should have known that getting 18 eyeshadows ($14.50 each in stores) for $46 with free shipping was suspicious but i was stupid and thought i was just lucky. the seller said she was in London but then i got a tracking number from China.. upon further investigation (spoke with my MAC artist and showed her the photos) it has come up that these are knock off MAC eyeshadows and i do not want them. i want my money back but the person hasnt responded to my emails. i have already paid her through paypal... how do i get my money back? how long does it take to get a refund? how would i report her? she has other bids and i dont want anyone else to get scammed like i did!!
Answer:

I would contact eBay help and the PayPal buyer protection for this as the item description was misleading and fraudulent and you have every right to get your money back.
