BlueLock's custom lock only removes the start bar and desktop icons?!?

I have been messing around lately with bluelock. I am using windows vista home basic. In the read me file it states there is a custom lock. A have tried using it, i set a password, text to display and a picture. (I have probably gone through the config file a hundred times already). The "use windows lock" is set to false so... Can someone please tell me whats wrong. I am using version 1.92.

Allow me to ask you a question. How do you get back into your computer if your cell phone is damaged or lost? I think I would rely on another method such as the installed password protection to secure my computer. Next would be to encrypt to protect from theft.
