How To Find IP Location?

How do the cyber-experts find out the exact location of a computer using the IP address?

• I mean,suppose,you are located in London.And the computer whose IP address you are tracing is in India.Also,it is presumed that the computer is not using any proxy addresses.You have all the resources needed for this i.e. it is presumed you are a cyber-expert and working in a organisation, say, the police.Now I want to know how do you pinpoint the exact location(location means door no. of the house where the computer is,etc.etc.).And suppose,there are more than one computer in that house. Also, anyway to trace/pinpoint a computer which is using proxies?

  You can't pin point the location. What the police do is contact the Internet Service Provider(ISP) and ask them very nice like to tell them who they are leasing that IP address to. Then the ISP might give them the account info of the person that signed up for the internet service. I don't know about the laws in other countries, but here in the US that has to go through the courts in most cases. By the time that process is done the comptuer you were tracing has a different IP address. The ISP might have a back log of who had what IP address at a certain time, but that's up to the ISP.
