Where is the secret question option for windows live?

I forgot my password and I know my windows live secret answer, but I only have the option to send e-mail. Well the problem is I can't remember my email password after having many different emails with many different passwords and this one being the one I use the least, until now. I checked the help central and I'm looking on the screen that the question option should be on but it's not. Can anyone help?

If you click on forgot password and forgot user name, it will show up
