Smart Fortress 2012 Virus - Still Active in Safe Mode?

My computer has a virus. I've tried opening it several times in safe mode and in safe mode with networking. I have RKill as well as Malwarebytes installation on my desktop. However, the virus is still active when I start the computer in safe mode and safe mode with networking. I can't start either program fast enough without the virus stopping it. I cannot get online with explorer, and the virus is not using a proxy. I can, however, use window + r to load a website as an administrator. If anyone has a suggestion as to how I can get rid of this virus, I would be very appreciative.

Do not use that amateur programs made by some freaks, use something more vast and secure and more efficient Kaspersky rescue disk, completely free to use, download it from kaspersky web site, instruction on how to use the program you can find on the web site Edit: I understand, but this tool is used even without starting the system up. Use a non infected computer (your friend's one, for example) to download the program's image file, burn it to a cd, then you boot your computer up, insert the cd into the cd drive and scan your computer without even login into windows os. This anti-virus can remove malicious hijackers for free, and then just delete those files that it detects as viruses.
