How can I decrypt a .pcc file created by a "vault" program that I no longer have?

The file was created sometime around 1997/1998 with a program that included "vault" in the title. The file extention is ".zip.pcc". I believe this is becuase I encrypted a zip file with this program. Im looking for a program that will allow me to regain access to the contents.

I'm not sure what kind of file it is, it doesn't seem to be in use any longer. http://filext.com/detaillist.php?extdetail=.pcc&Search=Search Your best bet is trying to find the program.
