Beauty Pageant Photo Contest?

Hi! I love the whole pageant scene and I would love to throw a pageant of my own one day but that’s in the distant future for now because I wouldn’t even know where to start. So I was wanting to do an online photo contest for children-adults female-male. How would I go about doing this? I have wonderful prizes in mind to give away but I don’t know if the contests should be free to start out with until the contest gets known a little more or should I charge something small? Should I advertise the contest on voyforums? Any help on this would be great! Thanks everyone!
