The weather person means that there is a slight chance it will rain because there's only 30% that it even MIGHT so that's 30% out of 100% so if it was 90% chance of rain then it probably will rain and if it's 50% there's a chance it will and a chance it wont.So if its 100% sure then it's definitely going to rain.I hope I answered your question.So the answer is it probably wont rain there's only 30% out of 100% so.

it means you have 3 out of 10 chances that it will rain but 7 out of 10 chances that it will not rain. in other words it may rain but chances are greater that you will not see it or receive any rain.
