In Coimbatore city, average number of rainy days per year is stated to be 44.5. How this is calculated. If It is drizzling for a few hours with no surface run off will it be termed as a rainy day?

Rainy day is rather ambiguous. Technically it should be called a "rain day" which in most cases is days with measurable rainfall, i.e. at least 0.01 inch (or 1 millimeter) of rain during a day.
