My school had an early dismissal b/cause of the rain and floods.Berks county people near green valley Cacoosing Meadows is flooded up to their batting cage. Answer:
I actually live in Pittsburgh, but have forecasted for Harrisburg and vicinity while at Penn State from 2006-10. What happened was essentially the remnants of TS Lee being swallowed by a stalled out low pressure system and front. The moisture was gathered into the mid-latitude cyclone, which then began to slow down. Hershey was in the middle of southerly flow not only because of the low, but also laid parallel to the jet stream over the area. As the storm slowed - and then stopped - the flow persisted over the area for days now, producing a constant stream of moisture from the subtropics. What would stop the rain would be for the jet to become less south to north and more west to east, which would allow the stalled low to move - and the rain bands to move out.

I live about 15 minutes from Wilkes-Barre, but thankfully my town isn't going to be directly affected. All I can say is wow. It's so hard to grasp right now...the sun is out and it's just like any other day....but I have friends and family that live 15-20 minutes away whose houses are under feet of water and mud. All bridges and quite a few roads and highways are shut down, and traffic is horrendous on the Cross Valley because it's the only way to get from place to place. 95% of the school districts here are closed, too. In the Wyoming Valley, this is a huge thing. We're praying to God that the levees hold, because if there is a break anywhere, this could turn into one of the worst natural disasters ever in the United States. It's already considered to be worse than Agnes in most areas. God, it's scary. If the levees break, the entire valley is going to flood....I don't even want to think about that.
