Well that is actually a myth, apparently, Arctic climates often get surprisingly little snow. Barrow, Alaska, for example, gets less snow than Chicago in an average year, despite having winters that average 39°F (22°C) colder. That isn't really because it's too cold to snow, but because it's too dry. (The coldest weather is almost always associated with very high pressure and very dry air.) The truth is that it can never be too cold for snow, barring a drop in temperature all the way to absolute zero (-460°F or -273°C), in which case snow or lack thereof should be the least of your concerns. But even at balmier temperatures than absolute zero, below, say, -20°F (-29°C), it can be too cold for a lot of snow to fall.

In general, what people mean by this expression is that it usually doesn't snow AS MUCH when it's very, very cold as it does when it's closer to freezing. The reason for this is that very cold air can't hold much water, limiting the amount of snowfall.

As written above, the answer is that it can snow anywhere, only that the colder it is, the less moisture the air contains. But there is more to it. Cold air sinks and warms up by the adiabatic effect. Warm air rises and cools down by the same effect. It means that the equator is a region of low pressures with much precipitations. But the poles, the coldest places on earth, are regions of high pressures where the sinking air warms up and moisture evaporates. In fact, if it wasn't that cold at the poles and precipitations would come as rain instead of snow, they would be as dry as the Sahara desert!

It is not possible for the weather to be too cold for snow. In the UK a warm front brings wet air which meets cold air from the North to make snow. Snow falls at -40 degrees easily.

Extreme cold weather may disrupt conditions which lead to the formation of snow. The formation of snow is a combination of many aspects of weather at right proportions this includes favourable temperatures. The Antartic is an extremely cold place which at times warm saturated winds blow through creating favourable conditions for the formation of snow.

It could be because it's always snowing in places such as Antarctica. But we would only have snow sometimes in winter, so the air isn't the same quality for making proper snow (if that makes sense). That's just a theory though. I could be proved wrong, but it's the biggest difference concerning the snowfall in two different countries. It could be that we've got too much moisture in the air, which could help in melting a snowflake before it touches the ground. A bit like ice-cubes in drinks; whether the drink is warm, hot or cold, the ice will eventually melt. =o]

It isn't possible for the weather to be too cold to snow. At a certain temperature in the clouds it is less likely but weather is more complex than that. The temperature on the ground can be far colder than that in the clouds and so it can snow. I've been in snow at -30C.

the reason is because.the temperature isn't always the same beside, there's the factor of ocean air current laden with moisture blowing into the interior.
