As it heats up it can hold more moisture. The rain and snow stop and the clouds dissipate air expands as it rises, and cools. As it decends, it heats up

As it travels up the mountains the air temperature cools, yet the amount of moisture remains the same. What this causes is similar to when you fill a sponge about half full of water, then squeeze it, causing water to fall out of the sponge. As the air temperature begins to cool, clouds will begin to form, eventually conditions in the air will reach saturation and precipitation will fall out of the clouds. Your question of warming and cooling is due to the thermodynamics involved in the adiabatic process.
