It can but as a rule no. The reason why is that the hurricane pumps a lot of heat and moisture into the upper atmosphere that forms the thick cirrus shield that is seen on the satellite pictures of hurricanes. But if the hurricane is weakening rapidly as it moves on shore, and there is a break where the sun can shine in the early morning or late in the day through this break in the cirrus shield, then a rainbow is definitely possible.
