Answer:
I'm not sure I understand your question. If there weren't any teenage moms, there wouldn't be any teenage mom assistance programs. And considering that kids of teenage moms tend to become lifelong subscribers to welfare because they tend not to get a good education and often end up as a teenage mother (or father) themselves, I'd say teenage moms aren't very good for the economy. Personally I'd rather help pay for the $5/mo for birth control to curb teenage pregnancy. I mean which would you pay? $5/mo for birth control or $400/mo in welfare for that girl's baby? This is why I don't understand why republicans are so against Obama's program. IT HELPS RICH PEOPLE STAY RICHER. Although, I guess it does reduce the population of undereducated sheep republicans need to scrub their toilets for minimum wage...

I think it is awful that girls get pregnant and then live off the system. My dad was a big shot at a steel mill, and because of the huge tax base the mill provided, he knew of this woman who had 10 illegitimate children and made more money than he did. What a way to run your life, huh?

Most public assistance programs are cost effective. It makes more sense to provide for the poor and see that they have the resources to live decent lives, get an education for their children, etc. -- than to deal with the long-term effects of homelessness, lack of health care, lack of education, etc.
