Question on jogging stroller tire pressure. Tires say one amount of PSI, the manual another amount of PSI.?

The tires say 40 PSI, the manual says to air them to between 20 and 25 PSI. Why would the tires say one number and the manual another? Which should I choose? I know tires wear better if they are not under-inflated, so I am thinking the higher amount but I am not sure. Does anyone know why the manual suggests half as much as the tires say? What PSI did you other moms who use joggers use?

I would go with what the tires say. It is more likely for a miss print in the manual then on the tire. You could also call the factory and ask. They should have their number in the manual.
