Is international adoption a simple procedure?

Names of institutes in MUMBAI (maharastra) helping legal child adoption .. Please Guide Me?

If any body knows about the legal rules of Adoption in Maharastrsa State please tell me Whether any couple from different state in India can come to Mumbai for child Adoption? What is the procedure for doing so ? Who will guide me properly in this matter. Thank you all.
