Question about frost bite?

k we live in Minnesota a snow here is inevitable but i have a question lol my daughter who is 8 gets frost bite very easy. I have always noticed this with her but became a bit concerned today when we all bundled up and went out side to play the temp was 18 degrees farenhiet and we were out there for twenty minutes and we came in her feet ankles wrist and face had bad frost bite. I am thinking this is not normal my one and 2 year old were out there and they did not get frost bite. she said she was not cold. should i be concerned or has anyone had something similar?

When I was 8 I got frost bite when I was skiing and it was very cold. The only reason I got it was because I wasnt covered properly. I think that you should go to a doctor or something.
