What is voluntary childcare, statutory childcare and private forms of childcare?

How do i go about doing in home childcare for DHHR in WV?

• ok this is a 2 part qu...so here is the deal.my hubby is currently in the navy,he gets out in 10 months..we've decided that when he gets out we are moving back to my home town in WV. he has no idea what he wants to do,and we both know that the economy is so poor there that we both need to work.but we have a 4 month old baby boy now,by the time we move he will be around 15 months old.i have alot of experience in childcare as i worked in many daycare centers.what i would like to do is to go to work providing in home childcare for the DHHR watching 3 to 4 children,my reasons are 1. that it would allow me to brink extra income in to my home that we will need,2. it will allow me to stay at home and care for my own baby boy, 3.it will also allow me the time i need to take online courses because ultimately what i want to do is to open or run my own small family daycare center and 4.if i do it for DHHR then i will be guaranteed that i will get the money that i am supposed to get monthly,and they are always in need of home childcare providers... my husband however,who again still has no idea what he will do for work when we get there see's this as a way for me to get out of having to go to work and says that it is not a good sound proof way to make the money we need to survive.i think that it is the best idea on my part and i think that he feels that if he can't stay home then why should i,,but i will still be working as hard if not harder then he will be..my first qu. is am i wrong for my reasons for wanting to do this,,it is what i've always wanted to do anyways,,or is he being silly about insisting that i go out and get work elsewhere? and 2. has anyone ever done this,and what steps do i need to take to get the ball rolling with this when we get moved? should i possibly start taking classes now this fall to prepare for it before i get there? is it difficult to get on working for DHHR in childcare? i am looking from any answers from anyone who works in professional or inhome childcare/daycare...what is required to do this? thank you...
