Can someone 16 (or younger) get emancipated instead of foster care if that child wishes?

also can a child get a parent to emancipate them so that parent doesn't get arrested for child abuse, like do you have to have a reason to get emancipated and can child abuse and or neglect count as one. also if you are emancipated can you move in with a significant other even if that significant other is over 18 or above? just curious? also young can a person be emancipated?
