Child protection refuse to get involved with a child that is beating peoples dogs and urinated on front doors?

There's a toddler that lives next door that runs riot. He's only 3 and he's already in ridiculas ammounts of trouble. He's beaten up my pet dog multiple time by climbing through the fence and smacking it with his baseball bat! I couldn't believe my eyes the first time, I look out the back window and see this little boy smacking MY dog in MY garden. I spoke to his parents and they said he's just being silly! Is it me or is that more than just a tiny bit silly? This child runs up and down the road trampling on neighbours plants, including once when he hit my friends car with this baseball bat leaving a noticable dent in it. He's urinated on my front door multiple times! I have contacted the police asking if I can take photo evidence and they said if I they'll charge me with providing child pornography! So, basically this child has the right to urinate on my front door. Police said I have to ring them but by the time they arrive the toddler is long gone and there's no proof. I phoned child care and they said they'll do a visit which they did and they said due to him not harming humans or being harmed by anyone else they can't get involved. So I contacted Animal care and they said because he's under the age of 8 hes not responsible for his actions and if the parents aren't present then they can't charge them! So basically this child has the right to do all this and not get in any trouble! Does anyone else think this is stupid? Should I hit this toddler? What else can I do? Any suggestions. Thank-you.

I would beat the parents, not the toddler. Then get the parents to teach the toddler properly, talk to the parents very seriously, you have to come across as a threat so they take u seriously. OR put up a steel fence or something so the toddler can't get through.

It sounds like the dogs are the ones that need protection. Get the parents to get help for this kid. Serious help.
Call the police and report a trespasser next time he's in your backyard, or videotape him hitting the dog (they can't claim that's child pornography) and wandering in other people's yards without supervision. Have your friend take a picture of the dent and report it. I'm kind of surprised Child Protection didn't get involved though, since he is going in other people's yards and putting himself in danger without parental supervision, try pointing out that he's being allowed outside without parental supervision and being neglected and endangered because he could run in the road (a videotape of this would come in handy, because this is neglectful). Not to mention that animal abuse is a bad sign of future behavior.
