Is there any way you can get the Singapore PR card without a valid passport?

I got my Singapore PR approved, but after my passport expired. And you need a valid passport to get your PR card and re-entry permit. The problem is my country won't extend my passport unless I have the actual PR card (won't accept the approval letter) since I haven't finished the mandatory military service. So the government is asking me to bring the PR card to get a new passport, while the Singapore immigration would ask me to bring a valid passport to get the PR card. I was wondering if there is any way I can get my PR card without a valid passport. Any advice will be much appreciated. Thank you.
