Passport application chennai?

Hi my wife is a ration card holder from coimbatore & she was studying in chennai and married me. She has only one residence proof (Ration card in coimbatore) but we have our marriage certificate & my ration card in chennai (her name still not included). When she is trying to apply for passport in chennai they had asked to apply in coimbatore (even coimbatore falls with RPO Chennai). When she applied in coimbatore they are demanding one more residence proof she had opened an account in coimbatore but its only 10 days old. Please advise what should i do to get her passport. Please advise. ( I am waiting answer from I am a lawyer gentleman)
