How can I take the IELTS exam, and where?

I want to immigrate to Canada Can I apply and after that take IELTS exam?

I have taken IELTS since 2 years and it expired so I want to apply then I will take the exam and improve it as much as I can so will they accept it or should I take it before I apply ?
