What is the difference between the Visa bulletin and the Service center?

I'm confused by these two. For my case (F2A) Visa bulletin shows 09Jul2009 but the California service center shows 1 June 2011. Why are they different?

The Visa Bulletin shows the visa availability dates currently being processed. California Service Center only shows the applications they are currently processing.
