I need a tourist visa to enter US and I'm from the UK but currently in Canada, can I apply for one in Canada?

I'm from the UK but I'm currently in Canada for a year in a working holiday visa and I want to visit the US but I can't enter under the visa waiver program anymore after a mixup three years ago. Can I apply for the tourist visa from within Canada?
