Is there any financial assistance available to U.S. students who want to study in Canada?

I graduated from a State University in Southern California last year (Spring 2011) with a Bachelors in foreign language and a high GPA. Since graduating, I have been working a part-time job and would like to pursue another Bachelors degree in Human Resources as my chosen career path. Since universities in U.S. don't typically allow students to obtain a 2nd Bachelors degree, I decided to research universities in Canada but am finding that there is no financial assistance of any kind available to international students. Also, I am trying to apply for a study permit, which asks how much money I have to support myself. I have a very small savings, which would not cover the cost of out-of-province tuition and fees. In order to meet these expenses, I was planning to apply for private student loans through my bank but they do not have international schools listed, which suggest that in order to secure a loan, I must attend a U.S. institution? I already applied to UNBC, but, at this point, I feel very lost. Any there any Canadian organizations that could help? Suggestions would be greatly appreciated. Also, UNBC (University of Northern British Columbia) seems to have a strong Human Resources program. Anyone know if it's a good school? Thanks.

Have you checked the price of international fees? Much more than out of province. Canadians do not lend to international students as it is too difficult to catch up with defaulters. You need the money for the first year 's fees and your keep when you arrive in Canada. You would be very limited in where and how much you work.
