Do I need a passport to obtain a no-fee passport?

My passport expired in 2010 & that was issued to me when I was merely around 13-14. I just got married to my husband who is in the airforce. I need to get a no-fee passport. But does that mean I need to renew my passport too? Or will I be okay with traveling with a no-fee?

Answer:
It is alright to travel with only the no-fee passport but it is wiser to have your personal passport renewed because as I have known, if you are to travel for personal reasons, you need to use your regular passport.
