How do you get married in Canada?

How can my fiance from Canada obtain a Legal Capacity to marry since we are planning to get married this month?

I and my fiance is planning to get married in my town here in the Philipines and the Civil registrar was giving us requirements in order to get married. One of the requirements they asked is to obtain a Legal Capacity to Marry. Where to get a legal capacity to marry? how long does it take? what are the requirements in order to obtain it? please response as soon as possible, we need help! thank you!
