Why do I have a learning disability?

Why does DSS keep saying that I have to prove that I'm a Learning Disability?

I don't get DSS at all and why do they take a long time with my energy bill? What's hard with that they think I got higher functioning cause I'm at college I'm a Learning Disability and I had it I don't have a lot of money and when even I have a lot they want to keep it. What do you think about DSS and why do they keep screwing up?
Answer:

With the new stricter rules it's making it almost impossible for anyone with a mental health problem to get any benefits. Even those with serious physical health problems are losing their money. You have to be on a life support machine, or turn up half dead to qualify for anything now. At least you're trying, which is good. They are forcing people to work even if they're really too ill to now though. Terrible.
