Peugeot speedfight. It won't start, starter motor turns but engine doesnt start. Why peugeot why!?

Its speedfight prost, 1999. Im buying it from my friend since he hasnt used it for over a year and a half, it was working before that. Bought a new battery, new spark plug, petrol in, oil in, key in, and press the electric start. It makes a whine noise, like a fan noise over and over in monotone, but the engine doesnt start. Is it not catching? Why is this. Kick start is broke anyway. Also, when you buy a new spark, is that gap already set? Or does it need reset. Ive not done this i just assumed it was already set, if thats the problem then mabye thats why it wont start. Sometimes if I try use the useless broken kick start a couple of times and then try the electric start, it will make a more interesting noise where it seems as if its going to start then doesnt. It does a sort of "weh chig chig, weh chig chig, weh" noise and sounds as if it might actually start, but doesnt, and theres a slight smell of fuel this time. Its a pity, hes going to give it to me for £300 so its the deal of the century for me, I want it to start! Help thanks, also I'm sure it not the imobolliser since the red light doesnt go crazy or anything and i use the master key. Any answers well appreciated. Also dont just answer, set the spark gap, give an answer to the worst case scenario too plz. THANKS But anyway, lets assume thats not the problem, it has the right spark gap. Why doesnt it start.

It can be a mine field trying to find ignition problems. It could be the immobilizer but usually the engine will turn, not just spin the starter motor, just not start. There are sometime simple ways to reset the immobilizer on some models, just run a search but leave it for now I wouldn't worry about the spark plug gap too much but not they don't come set, you will need to check the manual or go online. You set the gap with a feeler gauge £2. First; Are you getting a spark? I think this could be the problem best to get a spark plug tester or do it the ghetto way, be very careful spark-plugs carry huge amounts of current and even have enough power to kill. thats why your better of with a tester £3-4 max Is the engine getting fuel Take the pipe of the fuel filter then While cranking the engine (kick or electric) look for fuel coming out of the pipe or filter ( the only difference is if you took of the inlet or outlet) I'm kinda guessing your new to D.I.Y mechanics. Is the choke working, is it auto or manual(if it's manual your mate should know. Make sure it's connected and working when trying to start the bike. Try these and see where you get, I can't see the problem being anything major you just gonna have to keep messing, you might come across the problem by accident. this is the best way to learn.
