How do you make cool, pretty icons on the computer? (pics included)?

******I ALREADY KNOW HOW TO MAKE AN ICON ON THE COMPUTER. I WANT TO KNOW HOW TO ADD SPECIAL DESIGNS AND STUFF TO THEM. READ BELOW******** How do you make really pretty icons...Unfortunately, all i have is microsoft paint. Is there a website to make really pretty icons?
