You can start by watching lots of movies, reading lots of magazines and playing lots of games, but when doing that, don't just get the content, observe how some sleek graphics are done, like placements of objects, color usage, darkness/brightness, contrast and camera angles of photos. Doing that for some time will increase your graphic design awareness. As for colleges, they're all sorts of colleges around the world, you just need to get brochures from colleges around you to find out what they teach, and maybe ask some existing students from there how good the courses are.
