How can I remove the tattoo image from this persons body and put it on another persons Body.?

You can use softwares such as Adobe Illustrator to draw the tattoo again, using that image as a model and place it in another picture using Adobe Photoshop (or print it and have it tattooed) I believe, due to the picture's low resolution, that it would be very hard to simply use Photoshop to make a path and copy+paste the tattoo onto someone else's body. It's easier if you use Illustrator's pen tool
