I need to be able to create a thumbnail photo gallery to display my art portfolio, what program to use?

Ideally, I want a program that would allow me to create this gallery, and add new pieces with ease without having to start the project from scratch. What programs can do this? I want to give this gallery on discs, rather than make it online.
