Do Web Designers create the Logo's & Graphics, or is it the clients responsibilities to provide them?

When a Web Designer is creating a website for a client, does the Web Designer have to create the companies Logo(title style) and the graphics/images, or does the client have to provide them for the Web Designer to use?

Web designers should not be in charge of the logos and creatives on the website, they're in charge of making the website functional and work properly. If they are in charge of the logos, they should get paid extra

The client should provide you a high resolution version of their logo. Unless you got paid extra by the client to design the logo, do not design a new logo for them. If they have no logo, you can just write the name of their company in a font that relates to their business.
