How to make picture glossy/shiny on photoshop?

Does anyone know how to take a picture on photoshop and make it look like a painting??

    chose "water color" filter, then run the canvas "texture" filter. That's it!! boost the saturation, I have done tis with 72dpi images then boosted them to 300 dpi, ran this set of filters and got great results in print - no blurry cruddy looking things! It's amazing. nice!
