How much should a web designer charge for 10 minutes worth of work?

• I responded to an ad for a part-time web designer and they are now asking me for a quote. It turns out the job to start is making very simple changes to their existing website-adding a couple of lines here and there, etc. Things like this, they say, will help them build a relationship with a designer and eventually lead to an overhaul of the site. Is this even worth my time? At the very least I would be charging them a minimum fee because, who wants to go through any hassle at all for, say, 40 bucks?
