How can you make a picture collage online for free?

How would you make a collage with "inside picture?" WITHOUT Photoshop?

• Here is a link to a picture similar to the one I would like to make. I would like to do this without Photoshop, seeing as I do not own it and cannot afford to go buy it. I'm okay with the "old fashioned" printing the photos and pasting them to the canvas, I just didn't know if there was another way digitally that I could achieve this. I would like to make a poster.
