Answer:
It's called plaster of Paris, and you can get it as a powder in craft stores or home improvement stores. However, I don't recommend you use it for your baby brother's feet. (I know, I know, almost everyone did this when they were children, but it's not safe.) This could pose a health hazard for him, especially if he is allergic! The dust isn't good to breath either. If you decide to use this anyway, wear a dust mask when you mix the powder and don't let your baby brother breathe it in. Use cold water, and add the water to the plaster. Stir gently do no air bubbles form. Coat his feet with petroleum jelly too, and make sure you wash his feet with soap and water right away. If his feet start to turn red or itch, it means he’s allergic! I recommend you got to a craft store and see if they have something like Model Magic or another type of air-dry clay item that doesn't come in a powder form. It will be a lot healthier and easier to clean up.

Oh no! That plaster stuff. Plaster is neat stuff but can be a mess to mix and work with. So make sure that you stay on the right side of mom when doing this. And remember that there is a road going somewhere paved with good intentions. Anyway here is a link to a site with instructions on mixing and working with plaster. Plaster is very inexpensive to buy and for what you want to do you may want to just purchase the smallest amount available.. Also think about the form/or mold that you will need along with the hands and feet of the baby brother, at the ready, to pour the plaster in once you have it mixed. Once it's mixed you will have only a certain amount of time to do what you want to do before it starts to harden. Search on the internet for how to make forms to cast plaster. Oh! And be sure to clean up the mess you'll be making....... for mom's birthday http://www.plastermaster.com/dandoesit/dandoesit2printer.htm
